Most of the residents were only allowed to bring an emergency supply kit and 1 backpack per person. One out of every 3 people could not bring a first aid kit. Most of the people who couldn't bring first aid kits were young children.
Over 25 people drowned and 100 were injured. That kept rescue workers busy. It took a full 6 hours to find the injured and 12 hours to treat them well enough to be evacuated. "We have no time to waste." said a rescue worker.
